The Gisborne District Council has a role in enhancing the economic development of the region by increasing employment, income and investment in the district. This role is consistent with the purpose of ECT and as a result the council and ECT work together for the betterment of the region.

Gisborne District Council holds the right to appoint new trustees under the Trust deed and the mayor, or a councillor as the mayor’s nominee. It also approves the trustees' fees, ECTs Statement of Intent document and acts as the consultation party for Trust deed changes.

In the event of the Trust being wound up', the Gisborne District Council is the capital beneficiary.

Gisborne District Council has been the recipient of funding from ECT for various projects. Some of these projects include: CBD street lighting, Captain Cook statue lighting and paving, Dame Kiri Te Kanawa millenium concert and lighting at Kaiti Skate Park.

The Trust will work with the Gisborne District Council to put their major project plans into action. These projects include the War Memorial Theatre upgrade and the Navigations project.

Many districts have an Economic Development agency. Gisborne District Council is considering whether this is an option in partnership with the Trust.
